On November 4, 2025, taxpayers of STMA will decide on two important referendum questions that support school operations and facility improvements.

WHAT WILL BE ON THE BALLOT?

Q1

QUESTION 1: Operating levy to support student learning
The district is requesting a phased increase in operating levy funds that generates $275 per student for the first two years and $835 per student for the following eight years. This funding maintains current class sizes, programs, and quality staff while stabilizing the tax impact.

 

Q2

QUESTION 2: Bond funds to address district-wide building needs
The district is requesting approval of $21 million in bond funds to improve safety and security, technology, building maintenance, and academic spaces throughout all schools.

Question 2 can only pass if Question 1 is approved.

WHY NOW?

Our district is facing a critical funding challenge that requires community-wide attention. Despite making $7.3 million in budget reductions and eliminating 77 staff positions over the past three years, our financial situation remains unsustainable. Without additional revenue, we project further reductions in 2027, including the potential loss of 19-25 more teaching positions and even deeper reductions in the years ahead.

Following unsuccessful operating levy requests in 2021 and 2022, extensive review of the district’s financial forecast, independent audits, and the rising costs of unfunded and underfunded state mandates, one thing is clear: this is not a spending problem; it’s a revenue problem. 

In the 2021 and 2022 special elections, we were asking to add staff back and were including technology updates within the levy. We heard that the tax impact was too high. This time we are including technology updates in the bond, we’re spending down the fund balance, and we’re asking for just enough to maintain staffing and programming.

Where and When Can I Vote?

NOTICE TO VOTERS CONCERNING SENATE DISTRICT 29 SPECIAL ELECTION: 
A special election will be held on November 4, 2025 to fill a vacancy in Senate District 29. For those School District voters residing in Monticello Township, the School District special election will be held in conjunction with the Senate District 29 special election, and those voters will vote at and the ballots will be counted at their township polling place and not the School District’s combined polling place.

FISCALLY RESPONSIBLE

The district consistently receives clean audit reports and, in 2024, earned a credit rating upgrade to Aa3, a strong indicator of our ability to manage debt and meet financial obligations.

REVENUE PROBLEM

Our longstanding Finance Advisory Committee, made up of school and community members, has thoroughly reviewed district finances, operations, and past budget cuts. Their clear conclusion: STMA faces a revenue problem, not a spending problem. 

LOCAL FUNDING REALITY

72% of Minnesota school districts rely on a local voter-approved operating referendum to fund essential services, averaging $1,147 per student [source: MDE]. STMA does not have an operating referendum and ranks 323rd out of 328 districts in the state for per-student revenue. 

MN STATE FUNDING GAP

The state funding formula, which provides school districts the majority of their funding, has not kept pace with inflation for the past 20 years, challenging school districts to do more with less. School districts in Minnesota receive 18.6% less per student than they did in 2005. 

IMPACT OF TWO FAILED REFERENDUMS

Despite making $7.3 million in budget cuts and eliminating 77 staff positions over the past 3 years, we continue to lack operating funds to maintain programming and retain staff.
